Are you still stuck? I have not personally done this particular pattern, so I had a look at it and there are two rounds 9 & 10 - one for the crown and one for the brim. If it is the one for the crown you can see that each round increases the number of "sc in next ? sc", if it does not fit in the round maybe you may have made an error in a previous round, try counting out the number of stitches - round 9 should have 54 and 10 should have 60.  As for the brim because I have not made it I cannot comment on this one, perhaps one of the other "Happy Hookers" can help.
